So i am currently PR and i moved july of 2017.

2017 - Filed tax for six month
2018 - Filed tax for full year.
2019 - Will fill tax for full year.

Can I apply for lottery in 2020? as i might have yet not filed the tax for 2019

Did you make enough money in the six months in 2017 to meet LICO? If so, then yes - you should qualify. If no - then you need to wait another year.

thanks for replying yes i made more than 70k the year of 2017. For 2019 i wont have tax filed when i apply for lottery in 2020

There has been no announcement about the PGP2020 program. Given all the problems this year the process is likely to be different so nobody knows whether they will qualify. Program also depends on which government is elected.
 
Just looked at your profile which mentions you are working in the US. You would ‘t qualify if that is the case.

You cannot count any of the income earned while you have been living in the US towards LICO. It doesn't matter that you filed taxes in Canada.
