Can i apply for a study permit while my other application is still under processing

Hello Everyone,

I have applied on march for a study permit but i applied on paper and until now i got no news and after sending a web form they told me that my application is on hold because it's a paper application ..... So my question is can i apply online application while my paper application is still on hold? ...... I know i seems so stupid but people who applied since July and August are getting reply and who applied from march doesn't get anything !
