Can I apply for a new driving license while on implied status?

I applied for PGWP in June and I thought I would get it by September before my g2 test but looking at cic website I think that would be very unlikely. So my question is can I give my g2 test scheduled later in September considering I have no valid permit right now.

Each province has its own driving policies/authorities, you need to check with them, it has nothing to do with immigration.
