Can I apply/flagpole for PGWP while on implied status?

I am an international student and finishing my Master's degree. I intend to work as soon as I graduate. I have applied for a study permit extension on July 2016, before my original permit expires. Since my application has not been approved yet, I have called IRCC and they have told me that my application is under 'Review' for some reason and it can take up to 5 months to get any result!! My original study permit has expired on August and I am currently on Implied Status. As soon as I graduate (December 2016), I'll have a job offer from my current co-op company and they want to me to start ASAP or I'll lose the job. I don't think I will get the study permit extension by that time. I was wondering if it is possible to get a PGWP while I am on implied status. Considering my case, if you have any other suggestion on how should I approach to keep the job, please feel free to post.

Not sure you can apply for a PGWP until you graduate plus believe a condition is that you have an active study permit at the time of application which implied would not be active but others can correct me. Once you apply for a PGWP you can start work though pending approval see para 186w http://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-186.html

No, you cannot apply for the PGWP until you officially graduate, have official transcripts and/or letter of completion of the program (in lieu of the diploma/degree).

Also no, you cannot apply at the port of entry under implied status. The moment you literally step out of Canada, you lose the implied status.
