Can I apply EE under FSW as a two year PhD student in Canada

I'm going to finish my 2nd year PhD study in Canada and I am wondering if I can apply FSW program.I see that CEC requires work experience needs to be obtained under work permit,while I don't see such condition.The conditions I see is that the job code needs to be same and it needs to be continuous.My work experience is continuous since I have been working as TA&RA over 15 hrs per week continuously.

You can't use Canadian work experience to qualify for the FSW class.

You would need actual foreign work experience to qualify, and then your Canadian experience would get you extra points.

are you sure? nowhere does it say for the FSW that the work experience have to be outside Canada, and it doesn't say that either for the specific Q&A on TA/RA work...

That's what I am concerned.I didn't see such requirement.I also called IRCC bu they are not sure either.I feel this is like a grey area and looks like many people don't have such problems.

I know some people in UBC and SFU,they all told me that they heard that,several years ago,many phd students applied for FSW as a PhD student after 2 years studying successfully.

No I'm not 100% sure. This is based on cases I've read on these forums, but I could well be incorrect on this point. Perhaps someone else with more experience can help clarify. @scylla @PMM
