Can High school international student work, if he is over 18 in Canada?

No. You must be studying at the post secondary level (i.e. college or university) to qualify to work.
Answer hasn’t changed since you asked the last time. If you need extra money to be able to be able to attend school in Canada I would wait and apply when you are in college or university.
