If I get a Canadian PR card and decide to live in Montreal, will I be considered a resident there? That is to say will I be able to make use of facilities given to Quebec residents like low fee at McGill University. I would appreciate if someone would answer my querry. Thank you.
 
You would be considered as a resident from outside of Quebec so you'd pay what the columns "Canadians from outside of Quebec" pay, unless you're going for a Doctoral's degree, but this I'm not familiar with and would have to consult with McGill as to how that works.

How to determine whether you're considered a Quebec resident or not to McGill? Go to this address and check if you can present any of the 14 criteria they use to decide, i.e. being born in Quebec, having a CSQ, etc. http://www.mcgill.ca/legaldocuments/
