Hi,

Want to confirm whether a candidate can apply for PR in new quota after he/she has expired his old PR staying outside Canada ?

Does ballgame changes in following different situations?

1. He hold SIN and completed landing formalities, thereafter never entered Canada and card expired.

2. No SIN, card expired.

Sin card never expires

you can apply under new quota......but you need to surrender your expired pr card and renounce your residency citing some reason

SIN is not important for PR status. A SIN is made dormant after about 5 years of non-use but can be reactivated if you show up at Service Canada with your PR card and ID.

As for applying for PR again, you can but you wlll have to lose the old PR officially before a new one can be granted. You can do this by applying for a PR travel document stating that you do not meet the residency requirements. The travel document will be refused and you will lose your old PR.
