yes, if they have done at least one year of work in a job found on the ministerial job list, or have lived in canada or have a job offer from canada. The job that is related to IT in the job list is managerial positions. So if IT type of position is the only position that have you had in your life and if you had one year of managerial position, then you can apply under FSW1.

unfortunately, probably not but wait for others to reply as I am not working in this NOC.
If this doesn't work, there are other options for Canada, such as quebec or going to study there.

You have slim chance under 0123, you need management experience which include strategic planning, resource and financial responsibility.
0213 Computer and Information Systems Managers (For your reference).

Look for responsibilities under 0213. If your employer can give you a letter saying you performed these duties for one year that will qualify you for FSW
