Can CIC choose not to respond to my CSE or email?

Since my application was cancelled (link) due to (IMO) wrong reasons, I sent a CSE and an email to CIO in Nova Scotia.

I also called CIC regarding this matter. And according to the agent I spoke to, because the status of my application is "cancelled", this whole thing is technically over; she also told me "sending a CSE is not the right procedure to follow because there is no procedure after an application has been cancelled", and that CIC may or may not respond to my CSE.

I was absolutely amazed by what I heard. Could CIC really ignore my inquiries completely even though most likely they have made a colossal mistake? And what should I do next if that's the case?

if its a mistake on CIC part, then they will again open your file and you will get an email that your file is being re-opened for further re-evaluation.

usually if cic wants to re-open your file, its between 22-28 days of sending your CSE. This is based on the pattern of the applicants whose applications were re-opened after they raised CSE.

Another question: what if I receive the application fee refund before they re-open my file?

If they re-open your file, they will ask you again to deposit file processing fee.

In any case, if file is closed because of CIC mistake, they will definitely re-open your file.

So don't worry.

However, just for backup plan, i'll suggest you to make a new EE profile and submit a new PR application if you get an ITA. Then if your first file opens, then you can cancel your 2nd file without any problem.

Can I cancel it even after receiving AOR?

yes. you can cancel it.

But if you cancel the application yourself, then you wont get your application fee back.

If its rejected due to incomplete documents, then your money will be refunded !

Don't get stressed out. With your CRS, you'll certainly get an ITA in the next round. If time is of the essence, create a new profile and pay the application fee when you get an invite. Meanwhile, send a CSE so the clock starts ticking on that one - you might not get a response until after 30 days or more. Thus you'll cover your bases and it's more likely that at least one of these apps will work out. Worst case scenario you lose several hundred CAD in application fees, which is annoying but not a huge deal in the grand scheme of things.
