can apply for sin without the pr card?

According to service canada website pr card is the only acceptable document to apply for sin if applicant will process sin in canada. Other immigration lawyer said the copies of the CPR and visa counterfoil (affix on passport) are sufficient. Pls clarify. Does all these documents need to be submitted along with the application for sin?

you don't need PR card for SIN application. Landing papers and passport is fine. I just did it.

(if you read service canada web site it does say that landing papers are ok)

Ok, so what they mean here by "if your claim was processed in Canada" is if you had already lived in Canada before getting PR. In that case you would have been on a temporary work permit and would already have a temporary SIN. When people like that become PR, they need a new SIN and in that case they need to show PR card. The 2nd thing on the list is what applies to you.
