I have already had a family pr refusal and study permit refusal(sept 2015). I want to reapply for the same intake again but someone told me if i got refused again it would be my third visa refusal for canada and i wont be allowed to apply for canada again under any category. If someone could help me?
 
You can continue to apply no matter how many times you've been refused. However, with 2 refusals, your chances of approval are already lower. With 3 refusals, your chances would be very low.

If you are planning to apply for the third time, prepare a strong case with a letter to visa officer explaining your previous refusals in a persuasive manner. Better get help from some professional like an immigration lawyer from Canada who can help you in preparing your documents and provide you a letter from his side too
