Can anybody give a name of a good lawyer who can provide advice regarding coming back to Canada with expired PR and not meeting residency obligation?

No lawyer will be able to guarantee whether you’ll be reported or not. Mostly comes down to luck but also how long you’ve previously spent in Canada, how long you’ve spent in Canada in the past 5 years, what proof do you have showing why you couldn’t meet your RO, etc. if you haven’t met your RO and have gotten married or had children during the time since you left Canada you will also run into problems sponsoring them. You may also face difficulty getting a health card and access to healthcare.

There is a lawyer who advised me that he can prepare a letter for me to have while crossing the border explaining my Humanitarian and Compassionate reasons along with supportive documents. what do you think?

Border agents might read the letter but they will interview you and your answers will determine their actions. I am not sure if that letter will help, I haven't heard of a case in this forum where a lawyer letter helped at the border. The supporting documents which you might already have may be useful though.

The lawyer might be setting you up to hire him in case you are reported (hopefully you don't), and you will hire him/her for your humanitarian and compassionate case.

No lawyer can ever guarantee that you won’t be reported. You can essentially gather proof of H&C reasons yourself. How much is the lawyer charging? There are certain things that will impact potential approval or being waived through. If you are not reported and don’t have a valid PR card that can also lead to complications. How much time have you spent in Canada during the past 5 years? How much time have you spent in Canada as a PR? Did you spend additional time working or studying in Canada under permits? Are you an only child? Do your parents have any children in their home country? Did you work in your home country or provide medical care for your parents? Do you have proof of ongoing medical issues. Did you apply for PR while your parents were already in poor health? Did you get married or have children since you left?
