Can announce master degree before getting certificate?

hello
suppose few months remain to get master degree
i used few(because i'm not sure how many months can be count as a logical time)
and you are in processing of finishing the master degree just few months remain to end(Paperwork remains )
can in this time you claim you are master degree for express entry program ?
all documents are exists (language+work exp+all)
if My query answer is positive
how many months can someone do before that?because indeed you are in master degree but it takes time for university issue your certificate
and for asking why not patient for finish :because changing in EE rule or any programs are possible

To be able to get points for Master's degree, you need an ECA for your master's degree for which you need a completed master's degree. So, No.

However, if you cleared all your examinations but not received your "certificate", it is considered that you are a Master's and can apply for an ECA using the provisional degree.

still i doubt m i really fear ask it again in forum
someone instead reply answer said there is a crystal ball for prediction future !!!!!!
with and without master there is around maybe 30 scores different , still i am not sure for Ontario french skill worker
what is minimum range(CRS) because they selected form express entry pool
NOTE: ontario has not mentioned in https://www.ontario.ca/page/oinp-express-entry-notifications-interest
if i know with range between 420 to 450 with high score in language possible i am not even act for starting master and pay and cost
the problem is i distribute difficulty of reaching to CLB 9 IELTS and French in the time i'll get master(it takes 18 months suppose) and even if i know without master still for this program (Ontario French skill worker) possible why i start master !!!!
i think i should as soon get Language scores , start if they draw no problems otherwise have to start
so for back up plan must start master
from my side complex Equation

You NEED to start applying and STOP worrying so much about the future. Like I said, the only thing you have to lose is paying for your ECA as well as IELTS and TEF.

just i reply because i think that i have not seen one thing inside the intent of French Skill worker of Ontario !!!!and it is interesting also for me!!!!!
as their requirements includes and rely on strong ability in French and beside that
"You must also be able to understand, read, write and speak English at CLB level 6 or higher"

• if you go through a CRS online tools and select IELTS as second language with CLB 6 and master+3 years foreign exp or more Your score does not exceed more than 400

• if chose as a first[ielts] and second french not more than 310

so if we skip second we reach to this fact based on their requirement opposite of Express Entry my doubt range which was 420 to 440 or little less or higher NOW solved.
