Can an OWP be approved even if they have weak home ties/ finances?

Can the spouse of an SP holder be approved for an OWP even if they have no assets in their home country, and don't have a bank account?

We have tried SP+OWP application 3x and were rejected each time. If the SP applicant goes first, would the spouse's weak ties and finances affect the approval of their OWP?

If there have already been three refusals, then in my opinion the chances of the OWP being approved are low. It's certainly possible to be approved - but it will be difficult given there have already been 3 refusals and ties are weak.
