Can an international student bring a child with her to canada.

I am asking this on behalf of my sister, who will be applying for study visa for canada. She has a 3 years old daughter and wants to bring her to canada during her first entry to canada. Is there any chance to make this possible ? Any leads will be much appreciated. Thanks

Actually, I was doubtful because I have seen many students coming alone to canada while their kids and spouse enter canada after couple of months.
