My friend read that the age of adulthood in BC is 19. So if she applies to study in BC can her 18 year old (stepdaughter) be added to the application as a minor? Or would she need to apply independently for a Study permit

What level does the 18 year old plan to study at? High school or university / college?
 
Would like to do High school if that is an option, but if not, college

If high school, she can come as a dependent provided her parent is coming as well. Note that if you friend gets a study permit approved, this does not guaranteed that your friends partner and the step-daughter will also be approved to Canada.

If college, then she needs to apply for a study permit independently.
