Can a volunteer job be considered as a work experience?

No - this won't be considered as work experience. To be classified as work experience - it must be paid.

Just to add - I assume you're asking whether this can be classified as work experience for the purpose of immigration.

If you're asking about listing this on a visitor visa - I would list it as volunteer experience rather than work experience. Work experience means you are getting paid and you wouldn't want CIC to potentially say that claiming volunteer experience as true work experience is misrepresentation.
