Can a Visitor apply for Open Work Permit from inside Canada?

Hi,

My friend is in Canada on a 2 years Employer specified work permit and his wife is here on a visitor visa (valid for 4 years). Can she apply for an open work permit from inside Canada? And does it in any way affect the status of their children in Canada?

Does anyone know if you want to report someone to High Commission in Islamabad, that they don't get visitor visa. Especially if visitor has history of domestic violence and women abuse background, what is the procedure and does CHC Islamabad keep it confidential? I don't want my ID disclosed.
