Can a study visa holder ask for the Permanent Resident ?

Hey guys, I have finally got my first study visa and I am going to attend College in Toronto next year, and I am wondering if a study visa holder can ask for the Permanent Resident Card during the time. The college will take me 4 years more or less, so, how long do I have to wait before to ask for the Permanent Resident Card ? I have heard three years but I am not sure if this information is true ... If is not, can u guys tell me what I should to get the Permanent Resident card before or after done college ???

You can find your immigration classes here: http://www.cic.gc.ca/english/immigrate/index.asp and you have to figure out what you qualify for. If you already have some education and work experience and qualify to apply as a skilled worker, you can do that after a year in Canada. If not, you may want to look into the provincial nominee program in Ontario, see http://www.ontarioimmigration.ca/english/PNPstudents.asp

Well, I have only the highschool Diploma and I have never worked legal in my country, so I don't think I have anything to proof my skill .. So I think I should wait a couple of years during I am studying at college and after apply for the provincial nominee program in Ontario .. I think this is the best way for me ... Correct me if I am wrong ...

Then yes, the provincial program in Ontario would be a good way. After you finish your college, you can apply for a post-grad work permit, see http://www.cic.gc.ca/english/study/work-postgrad.asp so you will have an open work permit, not tied to employer. If the provincial nominee program doesn't work out for you, you can also after you graduate and work for a year, apply under Canadian experience class, see http://www.cic.gc.ca/english/immigrate/cec/index.asp

you can hold the PR when you finish your college and 1 year experience of working. a can apply for PR under CEC ( Canadian Experience Class) http://www.cic.gc.ca/english/immigrate/cec/index.asp
