Can a spouse open work permit holder apply for his own PR

My spouse applied for his open work permit through me, as earlier he had LMIA based w.p and i had open work permit. Now i am unable to find employer who can sponsor me, so can my spouse apply for PR as he has employer to sponsor him in canada. So in turn can my spouse legally apply for PR on his own basis even though he got his open work permit through me.

Others can comment as well but no reason why not if he meets all the requirements for a PR application. Make sure of course you are included as an accompanying spouse in his PR application .

So, my main question was, can he apply for PR for both of us, even if he got open work permit through me, like somebody told me that he is my dependent so i have to work towards PR not he.

It doesn't matter how he got his work permit. If he qualifies, he can apply.
