Well, you say people do not get approved until one turns 65.
IMO no.
They get approved and payment starts the next month after they turn 65.
They sent letter to apply !!
The government department sends letter to those who are likely eligible and turned 64. They start this process 1 year in advance after turning 64. I am sure you are not aware of this. If the government has enough info about the person they enrol automatically after 64 and ask you to apply.
Let us see if you are right or government letter is right

You can delay OAS till your 70 if you want a higher payment
If you don’t respond to the letter it’s not processed
My father who is 90 waited till he was 70 for OAS since he didn’t need the money, since he worked 30 plus years and GIS is for low income , he didn’t qualify

The only time it’ll be automatic is if you don’t apply for CPP at 70.

Aka if you don’t respond to the letter nothing happens . Not everyone needs the money at 65, or wants it since it’ll push them to a higher income bracket and it’ll be clawed back

Not sure why you felt the need to clarify since it was pretty clear for everyone that this was advanced processing and that the benefit would only start at age 65 ie eligibility age. Also like other benefits you do not get a payment on day 1. Also very little to indicate that parents want to settle in Canada since they are asking about how fast they can leave and have not spent significant time in Canada in general.

My original question was about processing time. It is processed well in advance before 65 th birthdate provided if the applicant applies anytime after 64 th birthdate.

Yeah, parents may leave... parents may visit ( 1 month, 2 month etc ) for a visit to other countries.

Not just parents, everyone have priorities outside canada, and they travel.
Parents may leave for marriage of their son/daughter and youngsters may leave to visit girl frinds. like that.

Parents want to live in canada for many reasons, One best reason could be if the children are staying away from Birth country.

And if a person stays outside canada ( citizen or landed immigrant ) for more than 6 months in a calender year, all benifits will stop.
