I don't see anyone on that query stating the claim you are making.
He posted on January 16, 2014 so his wife got at least 1 year and 10 months.My wife came to canada in Dec 2013 and received a visitor record at airport immigration allowing her to stay till Oct 2015
In the second link, that "dependent visa" is very likely to be a TRV since he is looking for a way for his wife to apply for an open work permit. He mentioned this later in the post:

which sounds like a visitor recordwhen she landed to toronto airport, she was given a letter looks like work permit but it says " prohibited from engaging emplyment in canada" ?? its also says that " Joining spouse in canada"

So the rule is not really set in the stone.The accompanying family of an international student or worker (ie. spouse, partner and/or children), is eligible to stay in Canada as long as the student continues to have legal status.
In some cases, family members will be given status for the same period of time as the international student or worker when they arrive in Canada (through a stamp in their passport, a visitor record, or other temporary resident document). Sometimes, they will only be given 6 months of status in Canada and they will need to apply to extend their status after arriving at Queen’s.
