Can a MPNP (not a PR) to different Province to Study/Work?

Hello,

I will be getting my MPNP soon. But the thing is I want to study in Vancouver Film School after that.
Now if I wait for my PR which will take 16 months after MPNP and then go to study IT WILL TAKE A HELL LOT OF TIME.

What if I get my Manitoba Provincial Nominee Program and then move to Vancouver to study the course?

Am I allowed to do that? and maybe work part-time?

Any replies would be highly appreciated.
