Can a marriage fraud person in USA immigrate to Canada?

You always hear of cases where someone gets a deportation order and ends up sticking around for many years as they file appeal after appeal. Not just the US but also Canada.

One suggestion to the OP:

-tell your girlfriend that you explored sponsorship and it won't work for now because of too many red flags. But that you still want to be with her and since neither Canada or the US is not an option, you are willing to move to her home country to be with her and start a life there. If she truly loves you (or calls your bluff), she will agree. If she just wants a PR card, and you sound convincing, she will decline. If she does agree, maybe you should move with her to her home country if your really love her and you believe she loves you. If you get married and live abroad for a few years together and then later apply again to sponsor your wife, you have a better chance since your relationship looks more legit. Because right now, it does not.

+1 to this plan, this sounds sensible and should work well to make sure everything is lined up and legit.

Love is blind. Even though I live in Canada for more than 8 years and make $40.000/year but still we are willing to move to our home country. We'll live there for at least 3 years or more till we have some kids. Then I will apply the application to sponsor her. But will she be eligible?

It really depends on what her record shows. I still firmly believe that she will likely be ineligible based on her history, but since I've not seen nor heard of anyone with these particular issues before, I can't say for sure. What I can say is that you are more than likely going to require a VERY SKILLED lawyer to get a PR for this woman.
