Can a former Canadian citizen reinstate her citizenship?

She had given up her Canadian citizenship for more
than ten years already.

Any chance of getting back her Canadian citizenship again?
If it is possible, what is the procedure to follow? Thank you

If you look at http://www.cic.gc.ca/english/citizenship/resume-eligibility.asp it looks as if she would first have to apply for permanent residency same as a new immigrant but after she has that, she only needs to live in Canada for 1 year before she can apply for citizenship again.
