It depends on your relationship to that family member. Based on the high level info you've provided, it shouldn't.

I'm not aware of any source that specifically calls this scenario out.
However think about it logically. The only people who matter in an application are you and your dependents. Your dependents would be a spouse / common law partner if you have one and/or minor children if you have any. Your sibling is not a dependent in your PR application. Their record doesn't matter.
