Can a current Ph.D student on student permit in Canada apply for express entry?

I am currently a Ph.D. student in Canada. I tried applying for express entry however, my profile was returned as ineligible. My question is can someone currently on student permit in Canada apply for the express entry?

Yes you are able to do so but if you haven't got your PHD yet, you won't get points for that. About ineligibility of your profile, it all depends on the information you have put there. It's just age, work xp, Studies and English/french exams, i don't see how a PHD student in Canada would be disqualified.

Check the criteria of ee and figure out which category you are under and provide the related documents for application.

Currently you can apply though Federal Skilled Worker/trader (requiring foreign work experience), Canadian Experience Class (requiring at least 1 yr of Canadian working experience) and Provincial Nominee Program. Each program has its own criteria. EE is only a ranking system to quantify how likely you can be accepted for immigration and issue invitation to apply after a candidate is deemed qualified.

Previously Canada issued PR to phd students as a means to attract students. The policy was cancel by conservatives couple of years ago. I dont think you will be approved for PR only because you are in a phd program. But maybe you have work experience so please study the programs aforementioned to decide which one fits you well and apply.

Each province has its own policies for PNP. Maybe there is a province allow current phd students to be sponsored by its PNP. Again you gotta figure it out.

In addition to what the others have said, no work experience in Canada that is gained while on a study permit will be accepted.

But the fact of currently being in Canada on a study permit in itself does not make you ineligible, if you meet the criteria.

My spouse is a current phd student in Canada and he is the principal applicant of express entry.
He has only one year work experience in our home country. His IELTS is CLB10 in four bands.
We got ITA in Feb and are waiting for ppr now.

Thank you all for your response.
I tried to identify faults with my application but I could not notice any.
I used the Comprehensive Ranking System (CRS) - tool and I had a score of 460. I am not sure of the intelligibility is as a result of my score.
I'm not sure of what to do next.

I am having the same problem , while submitting my profile. I checked the score based on my work experience. I am short of one score to be qualified ( scored only 66). Can I use my 3 yeaars of study time as a Ph.D student here in canada? The problem is my Ph.d Hasnt finished yet thats why I am not able put in my education section of EE profile.
Can anybody help me? who has used two years criteria in adaptability section to get extra 5 points?

You won't be able to use your PhD until it's been awarded (that means until you've written up, completed your viva and actually have the certificate/transcript in your hand). Until then you'll need to use your highest education (presumably bachelors or masters?). If you still come underneath the required 67 points, you'll not be currently eligible for FSW so you'll need to finish your PhD first.
