Can a CEC (old rules) applicant apply under CEC (Express Entry)?

No. I mean CIC will not stop you doing so, but they are not going to pick your application in that case. I've just asked that question to CIC. (finished the phone call just a minute ago with CIC agent at 1-888-242-2100).
She said "No, If you have already an application in process for other category, CIC will not pick your file from the EE pool."

I applied last Feb. under Canadian experience class but still haven't received medical exam request. My second review due is March 5, 2015, so I was considering re-applying under Express Entry while I am waiting the result under Canadian Experience Class application. The agent said "it is not that you are not allowed to create your file in EE pool. You can create your file if you want, but we are not going to select you from that pool as your application is already under review in CEC category...blah"

That was it.. I guess I am an unfortunate case. I just have to wait till March second review and if they say No, then will have to focus on EE, and start fresh.. so frustrating.

Thanks for sharing this information. I applied last Nov and hav not received a reply as yet and was thinking of applying express. But I see where that wud nit work. Ur file wud be in the pool but no chance of being picked, right?
