Can a Canadian employer file my LMIA, I'm outside of Canada with no Canada Visa?

but its very hard to convince SC for getting LMIA in such case.

It is possible to file a dual intent LMIA if you're able to find such an employer in the first place.

Yes this is totally possible. My family member achieved this via his LINKEDin profile. Interviews via skype. Canada 8 weeks later.
