Yes - you can certainly try to give birth in Canada. Note there's never a guarantee a visitor will be allowed into Canada (even if someone is American). So there's that to consider. Also consider that none of the costs of the birth will be covered by Canada - you'll have to pay for them out of your own pocket. This could cost anywhere from $5K for a very straight-forward birth with no complications to several $100K if there are any complications. Make sure you have the required finances in place.
Lastly, important to note that the children will be Canadian citizens at birth but that this will grant no benefits to the mother.
