Can 9 backlog effect the chances for study visa

I completed my B.E with7.04 CGPA in computer science and engineering. But i have 7 external backlog and 2 internal backlog due to medical reason. I have 71%in class 10 and 50.5%in class 12 science so how many chances for me to get the study visa. Can my backlog effect my chances.and which area of Canada will better chances. And lower cost. Please guide me i am so confused whether i can apply or not some agents tell me that 10 backlog are acceptable. I don't want to waste my money. Plz help me

There are lot of people who have got visa with 12 backlogs. Prepare a good SOP and apply. All the best!
