I recently applied to a Fresno city college in America and I went for my interview yesterday but was refused because he said I was old and attending college after B.A degree but I explained to him that my university failed to release our results for 4 years now and it has delayed my career so if I apply to a Canadian embassy will I be granted visa and what do I do pls help
 
You can certainly apply for a study permit - however none of us here can tell you if it will be approved or not.

why not?? I don't see a reason you can't

Attending a city college after having a B.A. will be seemed as illogical for CIC - on the other hand, if you apply for grad school, that's a different story!
 
why your uni is not releasing its result. is you university a fake one?? then mention about thin thing in your application when trying to get admission in any college.
