Regarding your transcripts, Yes, your best bet would be to include them(ND VO has been insisting on this lately).

I am an Architect from Lebanon but I applied in August 2006 as self employed Illustrator (I do 3d illustrations for a living) and still waiting.......
I thought about reapplaying under the new rules many times.
I heard they will reach 20000 cap in October this year...but could be a rumor...

no worries, not more than 250 Architects apply every year since as long as immigration to Canada. The number now seems high because they were not able to apply for a few years now, and now that Canada has the occupation on the list, all those waiting are now applying. But even still I don't think they will surpass 250 by year's end.
