What is by best path to come to Canada and work without a written job offer? I am American citizen. I live in California.
 
Apply as Skilled Worker or apply for any of the PNP programs. Check www.cic.gc.ca to see if you qualify. Your citizenship doesn't matter, other than as a US citizen you don't have to do a language test. As you reside in the US you would apply via the Buffalo, NY office.
 
PNP stands for Provincial Nominee Program. Each province in Canada has a list of occupations that they are in need of, and if your occupation is on that list, you can come and work and live in Canada much faster. Some people choose to do the work permit first, and then after 2 years you can apply for PR which is permanent resident. Just search "PNP Alberta" and you will find what you are looking for.
