That's odd. The Permanent Residence Confirmation tab stayed on for me. Also, I downloaded eCOPR from that tab when it was available.

Yeah, I waited for 28 days or so from submitting on the portal to obtaining the ecopr. Good luck!

I'm CEC inland and I landed virtually. The eCopr email came around 4:30 pacific time. I did not send any email and neither followed up.
