CAIPS - what is this?

I will much appreciate if somebody can explain what are CAIPS? When do we need to use them? I hear a lot about them but never can understand what are they for?

I see that these are different abbreviations but I can't understand at what stage of the process do we need them? I feel that I'm asking a really stupid question but I can't find an answer. I just applied for PR, probably it is too early for me to know?

You really only need CAIPS if you are required to attend an interview or are refused, and intend to appeal or there is an inordinate delay in processing/
