Caips note received. need help

hi everyone

my visa was refused on March 11, 2013 for May intake. Reason of rejection was:

1. You have not satisfied me that you would leave Canada at the end of your stay
purpose of visit
2. your proposed studies are not reasonable in light of one or more: your qualification, previous studies, employment, level of establishment, language
abilities and your future plans

My profile is:-
10th 54% (2001)
12th 45% (2005)
Diploma mech.engg 58% (2007)
B.tech mech.engg 65% (2010) INDIA
PG certificate international business 46% (2012) U.K
IELTS 6.5, L-7, R-6.5, W-6.5, S-6

I had applied for Post-Baccalaureate diploma HR in Thompson River University.

In caips note the main reason is:-
In reviewing information submitted- applicant attended xyz university in London and obtained an overall 45% I am not satisfied that applicant is bona fide student-all his past studies applicant is a below average student- I am not satisfied that applicant will abide by the term and condition of study permit I am not satisfied that applicant will leave Canada at the end of authorized stay.

Now my question is:-

1.Can I reapply for M.eng. in mechanical engg. in university??
2. What are my chances??

ur problem is PG cert cource in UK.....it is low percentage ....u need to find a course higher than PG cert that u already have.... atleast masters if not doctoral .....even though ur low percentage is goin to create problem one solution could be u apply for GRE and get good grades and apply for masters then u can prove ur a good student.

I already apply in University of Windsor for M.engg and its under processing.

Do I need to appear in GRE? Because it is not on requirement list.

u dont have to apply for GRE its not a requirement but i suggested it just to improve ur chances as ur past percentages r very low. its good u applied for masters thats a positive point.

I've also received my Caips/CGMS notes recently. It is noted by VO there:
''This is the third attempt by this person to go to Canada. He was refused twice for a visitor visa and is now applying for a student permit. He is insisting on going to Canada to pursue studies in financial services. He already has a university degree in economics and is currently working as a stock trader. It is difficult to see what benefit he would gain by taking a course for a graduate certificate in Canada. There is no logical explanation as to why he has to take that course while similar opportunities exist in countries much closer to Serbia. I consider that this is an attempt to go to Canada with the intention of remaining there. I do not consider he is a bona fide student.''
Reasons for refusal: purpose of visit, limited employment opportunities in your country

My profile is: BA of economics, with more then 7 years of work exp in financial sector. Received CONDITIONAL LOA (not passed IELTS yet) from Fanshawe college, 1 year post graduate certificate course in Financial services. Married with two kids, not leaving with me to Canada. Securities investments in my home country and land owned for house building. I'm not from a country where a lot of immigrants come to Canada.

Thinking to reapply for January intake at similar course at GBC college. But the question is what I'm doing wrong? How to convince VO that I'm a genuine student ? Would it help if I re-apply via some Canadian consultant ? Is it possible to obtain a visa despite previous refusals (2 times for TRV and 1 time for study permit) ?

You should go for a course which has more weight and is really necessary for your carrier. You have to prove that this course will bring you a brighter future in Job prospects and this course is not so good in your country. The VO didn't see any logical explanation why you chose that course and what good it would do.

how many days u get caips notes bcoz i also got refusal and i applied for caips notes yesterday.regards

Any ideas how to convince officer that chosen course will benefit to my career ? Should I submit some documents and what kind, beside the Sop?

Previous refusals does ring bell in VO's mind but it doesn't mean refusal all the time. First of all, the course selection; you have done BA in economics and have 7 years of experience. You should ideally go for PG diploma/certificate not UG. Secondly, in your SOP, you can state the scope of career wise growth after successful completion the selected program.

Now, what else can also be done to prove your home ties and to prove you will return to your home country after the program completion, if your current employer or any other employer gives you a letter ( a conditional employment letter) stating that upon completion of this program, the company will hire you at XYZ rank. This can add some value to your file.

And should I submit a letter from my former university professor stating his opinion about the course, that it's not available in my country, something like that. Would that be considered as a plus to my application as well ? Or it's irrelevant for the case.

It's plus for ur case only if this program U selected is not available in your country. But as in ur notes he said similar courses are available in the countries near yours, u got to convince vo why Canada only... You should give him good reasons such as a new company target is coming to Canada with 4 billion dollar project so you may get a chance to earn international experience blah blah...
