CAIPS Disadvantages ??

Is it correct that requesting the CAIPS file is annoying to the visa office dealing with the case ?
Will they know that I requested it ? and in which way it is annoying for them ?

The couldn't care less as it is printed off the computer in Ottawa or one of the Regional offices.
