Yes you can. No problem. As you are sending consents, it will not be rejected.

I think one consent letter is enough for applicant & his spouse because IMM5475E form sign both applicant & spouse.

Nope....don't do this. Everyone's consent (over 18) is needed. It was discussed several times in the thread: http://www.canadavisa.com/canada-immigration-discussion-board/canada-immigration-forum/-t99210.0.html

Yes my friend ,one consent letter is enough for both ,the Principal applicant and spouse.(For other dependent like son,daughter,brother or sister , over 18 you need another consent.)
