C-24 Knowledge Test age requirement change?

My mother will be turning 55 on October 2015.
She doesn't know any english and was hoping to get her citizenship when she turns 55 years old.

With the Bill C-24 going in effect...who knows when, presumably before October 2015.
The bill changed the knowledge requirement from 18- 54 to 14-64.

Will my mother has to wait another 10 years to get her citizenship?

I emailed the CIC with the question, they replied and told me to call and speak with the CIC.
I called the call center a few times and couldn't get to an agent, only got a message telling me to visit the website after selecting some options.

There is no set date of when it will go into effect. The going rumour now is for July 2015.

Why your mother will need to be of 55 years of age in order to be exempted for the language requirements .As per the current rule as soon as she passes her 54th birthday (I believe in Oct 2014), she could apply and should be exempted from the language requirements.

Seniors please correct me if I am wrong.

If she can't apply until after she is 55 and the new rules for citizenship are in place then she will have to go by the new rules.

Yeah but in order to be processed under the current rules ,why she needs to be of 55 . As per my understanding as soon as she crosses her 54th birthday , she will be exempted from language reqs. She doesnt need to be of 55 in order to be exempted .I failed to find anything official about this issue at CIC website .

Seniors i.e PMM , Msafiri , Leon please advise in this regard.

Per current rules yes, but if she can't apply until after the new rules come into effect, which is rumoured to be July 2015, she will have to follow the rules of when she applies. Which could mean she will need to wait the 10 years, assuming they don't change it again.

Or she could spend the time learning English?

There is also no guarantee that the language exempt age will remain at 65 (after increase). With life expectancies rising all the time, people working to a much older age and the retirement age going up, I wouldn't be surprised if the language exempt age didn't rise again in the future.

You are unfortunately wrong. This is what the CIC website states. http://www.cic.gc.ca/english/information/applications/adults.asp

To qualify you must:

have lived in Canada for at least three of the four years before you apply,
be able to communicate (read, write and speak) in English or French (if you are 55 years of age or older, this does not apply), and
know about Canada and the responsibilities and privileges of citizenship (if you are 55 years of age or older, this does not apply).
Until you've had your 55th birthday, you are not "55 years of age or older".

I stand corrected . You are right . This page was updated in May 2014 , I believe I checked it in early 2014.
