BWOP- PLEASE HELP

Hello everyone,

I got ITA on feb 22, 2017 under Canadian Experience Class and currently filling my eAPR. I need to get police certificate from U.S.A , I understand that I need to get one from FBI which supposedly takes 12-14 weeks for processing time. My Post grad work permit expires in April, 2017. Therefore I need to apply for my eAPR before my work permit expires and receive AOR and apply for BWOP.

My question is, can I submit my eAPR with letter and receipt of mail post indicating that I have submitted my police clearance request to FBI?

Will I be rejected for BWOP because my eAPR is not complete ( which is US police clearance?)
Please help what I should do, any advice is appreciated.

You can try, but given the modifications to the information provided by IRCC in December 2016, that process is for people who are at the end of the 3 month application deadline, and you really have no excuse for not applying sooner. Read the section, "If you are an express entry candidate"

Don't know, it is possible they wait for your PCC, it is possible they reject as incomplete. Do you have any other options?

I am afraid I don't any other option. If I don't have a status, I will loose my job and will have to leave the country.
I don't know if I am being too optimistic. I am thinking to apply eAPR with letter and receipt of posted FBI mail ( even though it will be before deadline). Hopefully I will get the 1st AOR so I can apply for BWOP right before my current work permit expires through paper based mail. Hopefully by the BWOP processing time (117 days) though paper based. And I will get my FBI police certificate so then I can send cic my FBI police certificate and get 2nd AOR and finally receive BWOP?
Also how would you send cic your fbi police certificate after you have already submitted your eAPR?

Ps to clarify my confusion, do you receive BWOP after 1st AOR or 2nd AOR? to my understanding, you receive it after 2nd AOR? Is it? I know that it says you have to pass if R10 to get BWOP. what does that mean? does it have to do with police clearance?

I am somewhat in the same situation...here is what I have done based on discussion with few on this forum -
Submit eAPR and within the next few days, submit BOWP. Now your BOWP will be I am hoping and assuming be processed first. From what I have heard, they put the BOWP application on hold till R10 is completed. It usually takes a good 2-3 month to get to the background check stage of PR application. By then hopefully you will have your FBI PCC or at least a response from FBI that you can present to CIC.

I am guessing you can present the FBI PCC once you receive it using case specific inquiry form.

I had no choice but to go this route. Please think this through and take your call.

The "first AOR" is an email automatically generated by the sytem when you submit your eAPR. You will get it within 24 hours. Note that paper-based BOWP applications must be RECEIVED by IRCC before your current work permit expires.

If you are fortunate, this is how it will go. If your application is deemed incomplete without the PCC (or for some other missing document), it won't take long for you to be notified, and you will then be out of status.

What used to be called the 2nd AOR - I don't know if IRCC actually sends you notice anymore that your application has passed the completeness check and has been put into processing. R10 is the completeness check. If the application is deemed "complete" you pass the R10 check, and then IRCC can process the BOWP application. If you do not pass the completeness check (including if you are missing PCCs), then your application is returned as incomplete.

I'm sorry for the late response. In my case, I don't have a work permit since I don't live in Canada yet. I'm applying to Express Entry from abroad. I submitted the application one day before deadline because I was waiting for the Police Certificate to arrive but it didn't. I received it today.

What I did is that I uploaded the emails I exchanged with the FBI, as well as the receipt FedEx gave me when I sent the documents and the invoice. I did specify in my LOE that the PCC was delayed.

My WP expires next month and I didn't get invited yet. Can I still apply for my BWOP hoping by the time they process my files I will already have my invite? Also, just to confirm I will send my paper application so it should go to the office in Ottawa right?

No, you can't. You must include the AOR with your BOWP application to be eligible (AOR is the email acknowledgement you receive after you submit a complete eAPR...)

If you think you might get an ITA soon, just be ready to apply ASAP - have all your documents, police clearances, etc.
