Buying a used car in Ontario...what should I know?

Hi I am planning to buy a used car, I live in Kitchener, ON, my budget is $1500 I wanna know more about how can I buy a car? I read the classifieds at Kijiji.ca, but I dont know about the payment methods, the safety and emissions test, the property cards and the paperwork before and after buy a car, somebody has experience, please share me, thanks.

Things to note before buying used cars in ontario
* check the vehicle history – including maintenance records.
* make sure the seller is the legally registered owner.
* make sure the Vehicle Identification Number (VIN) on the vehicle matches the one on the owner’s permit
* request or buy a Used Vehicle Information Package and check the lien/debt information
* look for obvious signs of damage and have your mechanic inspect the vehicle for you
test drive the vehicle.
