Before you can apply for a work permit, you must first find an employer who is willing to offer you a job. That employer will then have to subellomit a Labour Market Opinion for approval (as part of this process, they will have to prove they were unable to find a Canadian to hire for the job and for this reason must hire you). If the Labour Market Opinion is approved, you can then apply for a closed work permit. ("Closed" means that you can only work for that employer.)
