And remember, forum reports are merely a tiny, tiny fraction of all the applications being processed in the GTA.

You should have been around in 2012 or 2013, when even the most routine applications were mired in the unknown, when it could easily go well beyond a year between the last step and the next step for routine applicants . . . taking up to two years to be scheduled for the test, and many more months beyond that to be scheduled for the oath, with no news in-between to indicate what was happening, if anything.
In any event, those who applied in the three to four months preceding the date the new requirements came into force (June 11, 2015) are probably among a surge in applications which were made to beat the deadline for applying under the old requirements. While it remains to be seen, there is a fair chance this group of applicants (those applying between February and early June 2015) will see significantly slower timelines than, for example, 2014 applicants. And since the GTA probably has the largest group of applicants, the impact is likely to be more substantial for GTA applicants.
Qualified applicants who applied based on meeting the APP test (more than 1095 days actual physical presence) should have no reason to worry.
Otherwise, for most applicants the "in process" date is also the date the application was transferred to a local office for further processing.
