The Buffalo visa office is officially closed and CPC-O will complete processing of cases in-process in Buffalo (The Bulletin was just posted).

ETA: For anyone with interviews in June that had been scheduled in Buffalo (I had received a few questions on this), CPC-O's contact info was just announced (it may be more effective than case specific enquiry to Buffalo at this point for follow-up since Buffalo is officially closed now per their website)

ETA: So, folks, it looks like the media got one thing wrong in their sneak preview.
For permanent residents, CPP-O (Ottawa) is going to be processing all applications going forward (existing, per the Bulletin I posted earlier, and future ones per the CIC List of Countries and Corresponding Canadian Visa Offices.
So, for new applicants that haven't sent their app yet: select CPP-O as your visa office (not Buffalo, not NYC).
And, now, we know.*
* The only question left is interviews (regional offices make sense, but no confirmation yet).
