No you can not send passport without passport request by your VO. please wait for remaining requests (what about your RPRF Fees request? PP resquest) after your medical reached to VO and submition of all requested additional documents.

Send only what they asked for. Things should go on order. Sending passports now won't speed up the process.

Mostly VO asked about :
1) medical request (letter will issue seperately by email print it and go to nearest DMP, your DMP will guide you).
2) all PCC's requests including FBI clearance.
3) some time latest proof of fund (this will might be not asked to all applicants).
4) photos submition request (if required, VO will send specification with request).

rest of additional documents depend on VO (if incase birth or marriage related issue than VO will call for interview or ask you to submit proof of marriage with MR too like marriage photos).

They've asked me to pay the "Right of Permanent residence Fee", update my IMM8 form, update my evidence of settlement fund, update my university transcripts and take the medical examination.
