The issuance of your visa(s) cannot be delayed so it is important for you to submit your passport(s) as soon as possible. An expiration date (dd/mm/yy) will be indicated on your visa and/or on your Confirmation of Permanent Residence (CoPR – IMM 5688), and you must obtain permanent residence on or before that date. The visas and CoPR cannot be extended. If you are not prepared to live permanently in Canada immediately after your permanent residence is granted, please consult the CIC website regarding your obligations to retain your status in Canada.

He said, suppose some one lend you money for some period of time, during that time you came in Canada and you didn't return the money to that guy. Even you are in Canada but guy can file the report against you in Police, therefore asking another PC or fresh PC is to make sure there were no records against you filed even if you were in Canada.
I was asked the same question, and had no option except submitting new police clearance all over again from every country I have been before.

Two reasons: It could either to make sure that you are still clear or buy time.

For my case, I got a passport request within the last week that they gave me a deadline to submit police clearances.

My e-cas went 'in process' , I checked it today but it says processing started on 25th January. I was wondering the people who have been asked for more papers like police clearance, medical etc. what does your e-cas say? And also, what does this 'in-process' mean? Is it in the final stage or they have just started working on my file?
