Probably. Express entry is only a pre-qualification process, you would still have to qualify through one of the existing economic programs (e.g. Federal Skilled worker).

But it is a regulated occupation, so you would have to become qualified to work in Canada (by whatever province you want to work in) before you could work. Some provinces (e.g. Ontario) have bridge training programs -
