Again (and again), your friend needs to leave the country to apply for his work permit. And, it is best to apply from the country where he can prove he has some ties.... in his case, his ties to Canada outweigh those to his home country = Not a temporary resident

Is your friend looking to get extra Express Entry points for his PR application or is he looking to be hired through a work permit? That's the difference for the LMIA selection

You really should hire an immigration consultant or lawyer now. There are lots of places you can make mistakes if you don't know what you're doing.
